Title: Harty Ferry Decoy Bunker?

Is this a decoy bunker at Harty Ferry?

 I only got a few picture as camera ran out of power.
There is a blast walled entrance with 2 rooms, one small and with pipe hole near top and a larger room with 2 holes in the wall, and escape shaft in the back corner.
The larger one is @ 8 to10 inches in diameter and has a 6 bolts ln a "flange fitting" or "porthole" pattern. This is directly above a 4 inch hole.
Any idea's on the role of this bunker?

I will be carrying a tape measure and note pad next time I'm out!
