I posted a photograpgh here which is by E.A.Lowe and was dated as 1950.
A telephone exchange did exist for some time at Maidstone Road, Blue Bell hill, just towards Maidstone near the junction with Robin Hood Lane. Its now a switching centre I believe..

I'm afraid that I can't help with the photographer, but Google map comes up with the Davis Estate, opposite Highview Dve.  I'm not to sure of the location, but could the `Bluebell' have something to do with Bluebell Hill area at that time?

Also, look at that phone number, Not Tel Medway or Chatham.. But Bluebell..???
