Hi civeh, interesting photo of the fair on Dover sea front (1920) and it does indicate there was passing loops on the sea front railway.

I think the Fair could be Forrests Amusments from Dartford. I know they have been coming to Dover for a very long time, at least 60 years that I know of. They used to open mainly in Pencester Gardens, Dover.

I love that pic. Thanks for posting it. It would be a bit difficult to work a train on the seaward line of the branch. I am going to guess that the Engine is a Burrell. Do we know the fair?
