Bilgerat - Many thanks for this. I had noted that Mikeb had not specifically mentioned the events of 1797. Likewise, I had already checked my copy of Banbury, but had found no specific reference. I will check it again, and will look at Brian Lavery's volume as well. With renewed thanks for your help.

No problem Docker, in fact, there are various sources. One is mentioned in Mikeb's post dated 21st January 2013. My sources were 'Shipbuilding on the Thames and Medway' by Phillip Banbury and 'The Ship of the Line Volume 1' by Brian Lavery. The disputes between the Admiralty and the private shipyards over contract prices were not limited to any particular year; they were ongoing for about 20 years until the Admiralty was forced to give in, in order to get the Vengeur Class of large 74 gun ships built. It was the reason why previously minor builders such as John King at Upnor won contracts to build two of these ships, when previously he had only built sloops, cutters and gun-brigs.

If possible, can you please let me have your source regarding Thames private yards declining to tender for naval shipbuilding contracts in 1797, which I would very much like to investigate further in connection with ongoing research. I have material relating to a similar occurrence in 1805, but nothing for 1797.

Re Mikeb's post #2 - The Navy Board and the commercial shipbuilders of the day were constantly at loggerheads about the price of ships. Although HMS Majestic was launched in 1785, the contractual disputes continued for the next 12 years. The reason was that the Navy Board refused to accept that the price of timber had been steadily rising for a considerable period and that the profit margins for commercial shipbuilders were being steadily eroded by this. This led many of the commercial shipbuilders to financial difficulties. Things came to a head in 1797, when all 13 commercial shipbuilders asked to tender for contracts to build new 74 gun ships refused to do so and the Navy was forced to look elsewhere for new ships.

A note in John Barnards family history "Building Britain's Wooden Walls" states  that HMS Majestic was ready for launching in November 1784, but the launch was delayed until February 1785 due to the Admiralty having run out of money to pay for her! At the time William Barnard had in hand four 3rd. rates - Tremendous, Majestic, Zealous and Orion. Perhaps as a result of this payment debacle, they became the last naval vessels he built.
