St Margarets at Cliffe - Station Road Water Pump?

I have noticed a little fenced area in St Margarets at Cliffe, in the middle of a big dip in the road. There seems to be a small mound and a hatch, making me wonder if there is a tunnel there? Can anyone tell me what this is? I wondered if it was some sort of pump to make the water go up the hill?
