Licensing laws

Wondering if anyone has any knowledge of the licensing laws for pub landlords, applicable 1940s/50s. Whilst you would think it was a case of only one premises at a time, there are several instances where more than one establishment was owned simultaneously by the same individual. If these were in the same vicinity one can see that the Magistrates might take a view as to the need for the licensee to be `present`. However, have encountered an instance where a licence was held for the same seven year period for pubs in Margate and Folkestone, which seems to be stretching it a bit.
Any views?
