As far as i know the only thing by the clocktower are sewers and a capped well?
There were tram lines these have pits for the shoes to run..
Maybe it's big horse I'm a Londoner. :{

A few years ago when I was working in Swale council offices, Sittingbourne, one of the guys in our office, who'd lived in Sheerness all of his life insisted that there were tunnels leading out in all directions from the Clock Tower.
I have found no mention of this anywhere else.
