It is a gate, it's location is near the level crossing in Bluetown.

I thought of that at first, but was put off the idea by the remains of a gauge, why would you need a gauge to open the gate or even the original gate, all you have to do is look at it and you can see how far the gate is open or shut.

I wonder if it has anything to do with water, ie some sort of sluice gate, that would perhaps need a gauge on it.

Could it be something to do with holding or opening that gate? (if it's a gate)

This is not a teaser, i'm not sure as to what this was. Any ideas?  You can see it has the remains of a gauge.

I've ruled out part of the winding mechanism for a large music box behind the wall.
